I seem to recall that some devices are formatted starting at a
location not at the beginning of the device. I think someone was
able to work around this by hacking the kernel to always skip
a certain number of bytes.

Anyway maybe you could try:

zero the device with dd if=/dev/zero of=device
then format it
then grab the image using dd

try this with both linux and xp formatting and then try
to compare the images. If its just an offset it might
be easy to spot.
