Can you try perhaps using a PCI card with a different chipset? I have to say that when I tried that I still had lots of problems and gave up altogether with the make of motherboard that I was using (it had VIA chipsets). I don't think that changing things in the kernel will help much in this case. What is the PC? The fact that it's a PCI card that you're using makes me wonder if it has no USB ports of its own. Which in turn makes me wonder how old it is.
