I'm using a Semtech SH1101 Key Encoder
(http://www.semtech.com/products/products_line_moreinfo.asp_Q_ProductID_
E_301) attached to an USB bus under Linux.

It appears that the device is not supportet under linux:

/var/log/messages:
>usbdevfs: USBDEVFS_CONTROL failed dev 3 rqt 128 rq 6 len 18 ret -110
>usb_control/bulk_msg: timeout
