Yes, this is true, if I replace the UPS with a mouse then the usb system behaves normally.
However, I am attempting make the device work.

No, it's not common.  But it can happen with a badly behaved device or bad
USB hardware on your computer.  (It shouldn't, but the usbhid driver isn't
able to cope with such things.)  I imagine if you unplug the UPS's USB
connection the problem will go away.
