I'm not sure if it is possible to build drivers into the kernel, which
need an external firmware... Never tried it.
Did you put the mentioned "dvb-ttusb-dec-3000s.fw"-firmware file to
/usr/lib/hotplug/firmware (or whatever is your firmware directory)?
Which kernel are you using?
The DVB drivers in 2.6.12-rc4 are quite synced with dvb-kernel CVS.
Since 2.6.10 the DVB driver for the ttusb-dec (the driver you need)
doesn't changed much.
