Those instructions are pretty confusing.  They tell you to connect the pda
to the host using a serial cable (this is the "Testing" section), not a 
USB cable.  That's probably a mistake.

No.  Remember, it is not possible to connect two USB devices with both of 
them acting as host.  You need to rmmod ohci-hcd on the pda and instead 
modprobe g_ether.
