let me guess: that is a usb 2.0 device?
I have the same problem on my laptop with
all usb2 devices and hubs, while keyboard,
mouse and normal/slow devices work fine.

laptop: ibm thinkpad t40p.
kernel: 2.6.16.* plain, 2.6.17.* plain. 2.6.15 ubuntu
they make no difference. With a very old bios I had the
same problem, with an updated biod and 2.6.16 it worked,
then, an even newer bios and reinstalled as ubuntu it
stopped working, but downgrading the bios doesn't fix it.

if you want full dmesg and/or kernel config and/or lspci,
I can post that.
