A requirement to subscribe would dissuade users from posting problems / bugs (this connection has been experimentally confirmed). Personally, I've found that the most reliable way to dump spam from a large, open mailman list is to integrate it with SpamAssassin (http://www.jamesh.id.au/articles/mailman-spamassassin/), and push up the thresholds if encountering an inordinate amount of false-positives. The other option is to force moderation on all messages from non-subscribers, though the volume on this list might make this challenging for moderators.

The spam on this list is only exceeded by the spam / worms / responses from virus scanners on the wget lists.
