Yep -- at least a very early version, no webpage:

Download it, unzip it, untar. If you run as root, usbdevfs
will then let you do things. There's a bit of native code,
and a bunch of API to let you look at and talk with USB.
All source is included.
The API is in roughly the right shape, and you can always
browse the javadoc. You can scan the devices, look at their
descriptors, claim and release interfaces, and so on.
I've had good success with control messages, tested bulk
ones a bit. No interrupt or iso support yet, and there's
nothing there yet to tell you about device plug/unplug.
