I am an engineer in SiS, a chipset design house company in Taiwan. Our HC is close to final. I think the new version HCI will combined the OHCI and UCHI architecture. And the data format will be big the current the TD in UHCI and OHCI. My point is we can study the new architecture first and discuss how we can write the new driver for linux and can compatible with the current driver. Even though, the hardware is not available. But the software parts are seem to stable or near the final. We can try to develop the HCD, it had better to compatilbe with the upper level driver, like hid or ohter device drivers.
