Hi,

Are you running an X server?
camstream can't be run in a text-only console.
And what is your DISPLAY environment variable set to?

Your messages don't say the camera wasn't detected.
They say that camstream can't open an X server for output.

Why load the cpia module?  The Philips webcam driver
doesn't need it.

For empty /proc/bus/usb/devices, did you mount usbdevfs:
  mount -t usbdevfs usb /proc/bus/usb

There won't be anything in /proc/bus/usb until you mount
usbdevfs.
