This is a "partial success" message.

I've just built 2.4.0-test1 (2.3.99pre10-3) and was suprised to find that
this previously problematic D-Link DSB-H4SMK hub now *almost* works. :)

Using previous 2.2.1X+backports and previous 2.3.99-preX kernels, I've only 
managed to get usb-debug.c SETUP failure messages. With the new kernel,
however, I now get the the following looping message:

        usb-uhci.c: interrupt, status 3, frame# 1472
        hub.c: nonzero status in irq -32

This is the problematic device vendor id and device id:
 0403:8370 D-Link H4SMK 7 Port Multifunction Hub (FTDI?) (hub.o)

These devices are all tested and work on the same setup without problems 
(albeit one at a time: I really need this hub to work :)
 057b:0000 Y-E Data FlashBuster-U (usb-storage.o)
 0603:6871 Standard USB Mouse (usb-mouse.o)
 04b4:1002 D-Link DSB-R100 USB FM Radio (GemTek Corp?) (dsbr100.o v0.21)
 2001:4000 D-Link DSB-650 USB Ethernet (10Mbit model) (kaweth.o v0.2)

Attached are a brief snippet from the messages file, the lsmod output of 
all loaded kernel modules, the output /proc/bus/usb/devices while the hub
is plugged in, and /proc/interrupts (everything seems to like sharing irq9
on this blasted thing).

The host PC in question is a Sony VAIO PCG-C1XS using the UHCI driver
(usb-uhci.o), running RedHat 6.2.

The kernel build in question is 2.3.99-pre9 with pre-10-3 installed. The
only other kernel patch is freeswan-snap2000may24b for IPSEC support.
Support for dsbr100 and kaweth were built and installed by hand.

One last query: this device only seems to work in a self-powered state.
What should I try to get the device to use usb bus power instead?

I'll work with anyone and try just about anything to get this to work.
