Doesn't the Cardbus support effectively do that?  Cardbus
being PCI, as I seem to recall.  And I seem to recall some
sort of "hot plug PCI" stuff as forthcoming, too.

In any case, I've got mostly-workable USB solutions that
I'm working with for the moment.  Though they'd be much
cleaner if they could be driven by PCI load-on-present!!
