I don't know how Intel designs its motherboards, let alone other
companies.  You should ask someone at Intel.

Bear in mind, however, that on recent Intel motherboards, the standard
(i.e., non-debug) USB-2 connections all go through the integrated hub.  
The debug connection, if there is one, must bypass that hub.
