Sorry I missed this change, I will fix and rework the otg fsm as below:
-ci_role_start with condition ci_otg_is_fsm_mode when ci_hdrc_probe.
-move fsm start into ci_hdrc_probe.
-move fsm init into otg init.
-Add special handling for start host/gadget when power up.
-Remove fsm protocol init.
