Well, Vik is after a solution that, presumably, should work in any
cybercafe, not just ones that have lax security. Which leaves HTTP/HTTPS
as your two main possibilities.

Assuming they don't proxy outgoing HTTP/HTTPS protocol connections. I
wouldn't be surprised to see HTTP proxied, but HTTPS may not be in many
cafes.

But, again, the solution should really work in any cybercafe - and the
only service they're guaranteed to supply is outgoing HTTP (possibly
proxied) access.

I can't make any recommendations for webmail tools - I've never set one
up. The few I've used (TWiki, MailMan, whatever Orcon use and whatever
LinuxStart.com used) were all passable. TWiki is very feature-filled,
but would be overkill for what Vik wants...
