well the port isn't open either because there is no process listening on it, 
or because your firewall is not allowing incoming traffic to connect to it.

be aware that postgres doesn't necessarily allow connections via tcp by 
default. you need to make sure that postmaster is running with the -i option. 
this tells it to accept connections via tcp in addition to unix domain 
sockets. once postgres is listening and you can connect to the port, you will 
also need to configure /path/to/postgres/data/pg_hba.conf to configure the 
permissions. Postgres is usually installed at /var/lib/pgsql on redhat'ish 
systems.

this will get you started anyway.
