Not sure if i can be of much help, i have had recient experence with ipcop, and have it working with dial-on-demand as well I have found that ipcop will put the modem into an 'idle' state if it tries to connect and no connection is found, or if it is connected, and the connection is broken (ie. unplugging the modem) I think it would be possible to monitor the connection state, and if it goes idle, automatically put it back into 'waiting' mode.
