Netscape 7.01 appears to be the culprit, as it seems to think if a download connection is closed from the source then the files must be completed. Konqueror alerts me that the connection is closed, but still I get no damn option to resume the stinking files when I try to grab them again! :^(
Grrrrr!
Is there a separate download manager that can be used to track ALL file downloads from any browser?, and then allow remote resumption without overwriting the original?
