Netscape 7.01 appears to be the culprit, as it seems to think if a
download connection is closed from the source then the files must be
completed. Konqueror alerts me that the connection is closed, but still
I get no damn option to resume the stinking files when I try to grab
them again! :^(

Grrrrr!

Is there a separate download manager that can be used to track ALL file
downloads from any browser?, and then allow remote resumption without
overwriting the original?

I have used Konqueror to download ISO images. It would store partly downloaded
files with a .part extention ( ie filename.part ) and remove the .part when finished.
I think if it saw .part then you get the option to resume.
