I'm guessing the university phone lines required a '1' or a '9' for an outside
line before the ISP access number.

If you're using kde I recommend using a program called "kinternet" to establish
your connection.
Press [Alt] + [F2] and type "kinternet" in the box.

Have a play around with the kinternet settings - there should be a tab where
you can enter your ISP access number, username and password.
