Upload usually means ftp. If you are trying to teach people how to code
in HTML then *not* teach them how to use ftp then IMO you are not
teaching them what they need to know to create a web-page.

Sounds more complicated than it needs to be.
However maybe what you want is a content management system.

(despite the name freshmeat is actually Opensource software site)

Again, if you want to teach web authoring you need to teach of the
underlying technology.
