I may be on the wrong track in terms of this discussion - but I have found that my 
ORCON email address does most of what people are asking for here - an extract from the 
webpage puts it nicely -

This is due to be discussed again next January :-)
Perhaps it would get more support now. I, for one, am becoming more in 
favour of a legal entity being set up. But perhaps we should hold 
discussion until Jan when we, IIRC, agreed to revisit the issue.
