In that case, wouldn't it be more honest/accurate to say "Fedora sucks"
than "reiserfs sucks"?

Oracle would be certifying the commercial version of a whole distro,
with whatever installation choices they specify. In particular, they
would be certifying a kernel/fs combination, not just a fs.
