as often happens, in the process of writing this email I have found the 
solution to the quiestion I was going to ask.  I'll post it anyway in case it 
comes in useful to somebody.

Problem - mouse doesn't work after boot (it used to work). 

I found that if I went through Yast (text mode) and selected the already 
correctly selected mouse, the mouse would start working.

After some digging in Yasts log files, I narrowed it (resumption of mouse 
operation) down to the fact that yast issues the command "xmset <my mouse 
details>".

#xmset -s
/dev/mouse ExplorerPS/2 0 0 0 5 off 50 off

#xmset -a /dev/input/mice:ExplorerPS/2:1200:60:0:3:off:50:off:reopen
#xmset -s
/dev/input/mice ExplorerPS/2 1200 60 0 3 off 50 off

Why aren't the equivalent details set at boot time? I would guess that yast is 
supposed to set this up correctly.

OK, digging further, I find that the mouse description in XF86Config is 
incorrect, even though the Yast logs suggest that it is being updated.

I run Sax2 and change the mouse to the correct device - lo and behold it 
works.

Still something a bit dodgy here, but I'm happy now.
