There's a reason for that. Apt-get grabs software from a repository, eg: http://ftp.nz.debian.org/debian/dists/etch/ and the standard repository's are said to be "safe" where as the .debs you "see around the place" are somewhat more experimental, probably not as deadly as installing randomly found .exes on doze, but have the same potential to be something other than what they seem.
