Ok. It's not so hard....
The problem is update-manager attempts to guess the poxy settings from...
* synaptic settings
* .gconf settings
but the environment variables win.
So...
http_proxy=http://YOUR_HTTP_POXY_USERNAME:[EMAIL
PROTECTED]:POXY_HOST_PORT_3128 no_proxy=APT_CACHER_HOST_NAME_NO_PORT_NUMBER
update-manager -d -c
works.
