Dear Commenter,

The comment attachment that you submitted to the Copyright Office's 1201
rulemaking via the Office's web-based form does not comply with one or
more of the following requirements contained in the Federal Register
notice:
The comment attachment
-- Does not include the commenter's name;
-- Does not include an identification of a particular class of works
proposed for exemption on the comment attachment;
-- Does not number each class of works, if more than one class of works
is being proposed for exemption;
-- Does not provide a summary of the argument for each class of works
proposed for exemption;
-- Does not provide particular factual support/legal argument for each
class of works proposed for exemption explaining how the prohibition on
circumvention of technological measures that protect "access" to
copyrighted works is adversely affecting identifiable noninfringing
uses.
The Copyright Office will only consider comment submissions that meet
all of these requirements ( see also further discussion in the Federal
Register notice: http://www.copyright.gov/fedreg/2002/67fr63578.html ).
Because your comment did not meet all of these requirements, it will not
be considered in the 1201 rulemaking proceeding. Should you choose to do
so, you may re-submit a comment that meets these requirements through
the Office's website form page at :

For Items 1,2,3,4,5,6,7,8:

All copyrighted material that a legal user/purchaser or heir apparent or
transfer recipient of such material (hereafter referred to as the LEGAL user),
provided that the afore mentioned LEGAL users of such material and provided
that LEGAL users are in possession of the original material, should have the
right to transfer, view, listen or otherwise use the material on whatever media
or method that they have available. The LEGAL user of the original distributed
copyrighted media/material SHALL not have the right to distribute said material
to third parties for profit or for pleasure.

The LEGAL user of such material, provided they have the ORIGINAL material as
originally distributed should have the right to archive, retrieve,convert,
view and use the material on any medium that they find convenient and at the
LEGAL user's discretion. This does not give the LEGAL user of such material
the right for PUBLIC display or PUBLIC usage of such material unless the
copyright owner has authorized such material for such PUBLIC usage.

The copyright owner shall not interfere or dictate or enjoin to a LEGAL user of
said copyright material, on how the LEGAL user may use such material for the
LEGAL user's benefit.
