Well it turns out I was having a senior moment (funny how those come with increasing frequency<g>).
After massive googling and sending up smoke signals on several groups, I find that the Kmix PCM setting was totally muted! After unmuting it and saving the setting, now I get system sounds again. It's not totally a senior moment, however. At one point KDE system sounds were working, and I never tinkered with the PCM mixer setting.
