It's coming from the Klipper panel applet. You may be able to configure Klipper to disable this action, I don't know because I run with Klipper itself disabled 'cause I find it to be a general nuisance.

It's a clipboard tool, allowing you to keep a history of copied contents. You can paste from your copy history. Not a bad tool, if you're so inclined. KDE's mistake was turning on that Options pop-up dialog by default (I imagine *someone* *somewhere* finds it useful <shrug>).
Klipper was a hot topic of conversation not too very long ago on the kde-usability mailing list. 3.1's klipper has undergone significant change from 3.0's. FWIW and IMO, if you're gonna use KDE 3x at all, use 3.1 (ya might wanna wait for 3.1.1, which should be coming fairly soon).
