The problem is that SUV's are being designed, sold and bought as
mass-market passenger cars, yet for years they had (still have, 
AFAIK) all sorts of smog and mileage exemptions due to being 
categorized as "light trucks".

I presume the original idea behind those exemptions was to cut some 
market segments some slack because the vehicles were used for various
specialized commercial purposes and not driven by hundreds of 
millions of people every day.  But this hasn't turned out to be the 
case for this new category.

The average MPG for american cars is now the lowest it's been in 20 
years.
