The reasons for it doing so depend on what / which you included in your compile as a module, and what / which service, you decided you really wanted on fridays when the moon is in the east. the 'fix' is to alias these animals in /etc/modules.conf to THE driver-module it really wants. lines might read as follows alias net-pf-17 af_packet alias net-pf-3 off # (no ax25) In other words, you link the kernels net-pf-X to either a module, or, tell it to bugger off.
