Modem CS Light Blinking

Heres a weird problem,   I have a pentium 100 loaded with a smoothwall firewall (http://www.smoothwall.org) it has a smc8013 network card facing my internal network of 2 Dual-Booted M$/Linux clients and 1Power MAC all connected together with a little 5 port 10 meg hub. The interface pointing to my ISP is a 3COM 56K Message Modem.   The problem I am having is that whenever the MAC is downloading the CS (Carrier sense) light blinks on and off constantly. The blinking stops as soon as I stop the MAC from downloading. I thought that a blinking CS light signified a bad line but the problem occurs when an internal client is using the link.   My question is has anyone had strange symptoms like this or do they know why. You thoughts are appreciated before I RTM.   James McDonald Certified up the Kazoo and still no-eye-dear.
