Here's a mail Alan Cox sent the W3C before the Sept. 30th deadline. 
Internet seems to have been surprised by this commando type move of W3C.

One of the readers mentioned that "RAND" in Hindi means "prostitute" and in 
Japanese (Kanji) "chaos".

Anyway, I don't remember seeing anybody mention this issue before which is 
why I'm urging you to have a read... It's kind of important.
