The problem turned out to be in my modifications to the where-to-wrap
logic. So I've rewritten it. This seems to have fixed some other minor
wrap bugs as well.

  * fix ReverseWrap bug
  * fix other wrap anomalies
  * add a script to make precompose.c from UnicodeData-Latest.txt
  * fix problem with combining characters not getting moved around
    with their base character.
