I don't recall that anyone is working on it (I made a simple implementation
as an experimental option in ncurses 5.1, enough to demo a UTF-8 viewer,
but that's nowhere near the set of calls listed in the X/Open spec).

Since "wide character support" has come to mean more than 16-bits, it'll
take a bit of work to implement.
