Two combining characters should be enough for Lao, Khmer, Myanmar, most cases
of vowelized Arabic (with proper normalization), most cases of pointed Hebrew,
and most usages of the Indic scripts.
I can't find my documentation at the moment so I don't know if this is
correct, but Hakka and Tai-Lue might need more than two combining characters
(both use accented Latin script).
