Discuss this with the Japanese representatives in the IRG.
I do not participate in the IRG. Japan does (I'm not sure
how large the delagation is; but they are Japanese experts
on ideograhps). China does. The Koreas do. Vietnam does.
HK SAR does. Taiwan does. And again: JAPAN PARTICIPATES
IN THE IRG. That's your channel! Not me.
As a side point, which I wanted you look offline at the
CJK COMPATIBILITY IDEOGRAPHS in Plane 2 (in the FDIS for
10646-2; which you may obtain from the Japanse national body).
As far as I know, these use "Japanese" glyphs for elsewhere
(BMP and Plane 2) assigned unified ideographs. Note, however,
that the Unicode 3.1 beta3 character database lists canonical
decompositions for them.
