Well, I have heard that 10646 is to be made available via the
web (at no cost).  I have still to see it happen, so unfortunately
I cannot give a URL.  (It would be listed under 
http://isotc.iso.ch/livelink/livelink/fetch/2000/2489/Ittf_Home/PubliclyAvailableStandards.htm??Redirect=1
Note that you have to "log in as guest".)
