I believe this is because of the latest auto control patch that is missing from Ubuntu 8.10. The problem is that this camera only supports MJPEG and Skype wants YUV format. I have got Skype working on Ubuntu 8.10 by using the gstfakevideo hack (google for more info), but even then it doesn't work perfectly. Also the sound input needs to be set to ALSA because pulseaudio+skype sucks as well. In general Skype is a bit crappy.
