Hi, There is libv4l for c and I'm currently developing a c++ framework consisting of several libraries for v4l2 access and encoding, rendering etc.
if you are interested you can get the code with git: git clone git://git.berlios.de/gvideo It's still under development but most of the functionality is already in place and working.
