can you please send ouput of this command "uvcdynctrl -f" what do you mean with refresh rate? if frame rate, do you mean it is too high?
Please install "gstreamer0.10-plugins-bad" and try this command: gst-launch-0.10 -v v4l2src ! video/x-raw-yuv,width=640,height=480 ! ffmpegcolorspace ! fpsdisplaysink It will display frame rate on the screen, so tell what framreate do you get.
