Try starting FTP, then press F3 to exit. It displays a window to
confirm whether you want to exit.
Or, from the operational assist menu, press F9 (or F21 in SEU) to get
a command-prompt window.
Of course, these are probably UIM windows as opposed to DSPF windows.
It's easy enough to create a quickie test app that uses windows.

Display file windows don't seem to be behaving quite right, either,
but I can't think of any standard IBM product that ever uses them.
