Where to set your path would depend upon your login shell.
For csh and tcsh, I put it in ~/.login
for sh and bash, I believe its ~/.profile (or ~/.bash_profile)
for xdm (I dont know about other graphical logins?) I use ~/.xsession
At any rate, this should be in the man pages for your login shell.
