Actually, I'm one of the people who asks this question :)
My best guess is that releases don't happen because the two primary
developers for this project (Mike Madore & Jay 'EraserHead' Felice) have
been extremely busy, and unable to contribute.
I'm not even quite sure what steps Jay goes through when he makes a
release. Otherwise, I might give it a try...
