You have to write a keyboard map and load it at boot time. You can use
the command "showkey" to find out scancodes. Command "dumpkeys" makes a
keyboard map from the current settings.

If You tell me, how I can build a keyboard adapter and I manage to
attach a 3477 keyboard, I'll try my best, to get a working german
keymap.
