I figured it out.   The %post target was missing the 'then'.   I
changed the line from:

%post
if which tic>/dev/null 2>&1; tic %{_datadir}/%{name}/5250.terminfo >/dev/null 2>&1; fi

to:

%post
if which tic>/dev/null 2>&1; then tic %{_datadir}/%{name}/5250.terminfo >/dev/null 
2>&1; fi

And committed the changes to CVS.
