The default keyboard maps that come with TN5250 do this, they make
shift-F1 = F13, etc.

Maybe if you told us a little about your environment, we'd have some
suggestions?   Is this Linux?  Which Linux?   Are you running tn5250
from the text-mode console, or are you running it in X?  If in X, are you
running the xt5250 script, or simply running it inside an xterm?  or what?

Or, are you telnetting to the machine?   Or SSH?  Or....?
