scs2pdf does something like that, but doesn't do graphics.
In V5R1 and later systems, you can use an InfoPrint server from IBM which will convert spooled files to PDF. I've also experimented with using the API that converts AFP to PostScript, and then sending the resulting PostScript to the ps2pdf command that comes with the Ghostscript package.
