It all depends on the numerous and redundant interconnections between the hosting service and a Canadian client, again depending on the network where the client is located. The resilient nature of Internet means that there are more than one route from point A to point B. The Linux traceroute command can help in establishing a possible route between you and hosting provider. Some routes may transit in USA, others may not.

So I would not use a Canadian-only route a criteria to say that a hosting provider is Canadian. I would rather ask about the hosting datacenter location to be in Canada.

That's my opinion.
