Doctorow explains this more thoroughly in his recent book, The Internet Con: How to Seize the Means of Computation. He argues now is the time to remove locks affecting things like printer ink & tractors that have been imposed on other countries as part of "free trade" deals.

He is, BTW, also not a fan of blockchain.
